Benalla Rural City Mayor Danny Claridge said lights had been installed from the mural up to the location of the splash park car park, which is due to begin construction this month.
“It is the latest part of the redevelopment of the precinct,” Cr Claridge said.
“The car park in Church St will be started in the next couple of weeks after the house on the corner of Mair St is demolished.

“The new lighting will ensure the mural and the walking track to the car park are well-lit and safe.
“There is also some more playground equipment going in behind the splash park (this) week.
“People might have noticed the bit, which is currently fenced off, it will be installed there.”
Cr Claridge said the three basketball courts behind the skate park had also been completed.
Wall to Wall postponed until 2022
“We have also done a refurbishment of the Senior Citizen's Centre with new aircon and a few other things,” he said.
Stage two of the Aboriginal Garden is also set to start thanks to $150,000 of state funding.
“The original committee will oversee plans almost for that, which will be confirmed soon,” Cr Claridge said.
“The lights on the bridge are the next stage, there are only two or three of them working at the moment, but that will be easier to address whilst the lake is drawn down.”

After several local people commented on various Facebook pages they would like to have a go at the bouldering - which was installed near the splash park last month - Cr Claridge wanted to clarify that they were not just for youngsters.
“The bouldering is for all ages,” he said.
“Anyone who is willing to have a crack at climbing them can give it a go.
“The small one is for younger children, but all the grips on the larger one are colour coded, so there are different rates of difficulty.
“So for example you can try to climb just using the green grips and it might be easy.
“If you swap over to the red grips it might be a bit more difficult.”
